Yup, free program that you can twiddle a few dials and have a model to print in minutes. You can take the default human model, select a pose and export to an .stl file and be ready to print before the extruder is hot. If you want a furry babe or hot scaly dude to print you can buy characters from their web site for a few bucks, pose and print away.

If you want to make characters from scratch then Sculptris or Mudbox can do the job since you don't need texturing, lighting or even rendering that something like Z-Brush or Maya excel in (and pay big bucks for).

If you are wanting to invest a lot of effort into 3D then the sage advice is to learn a program that can serve you well and teach you the right way like Maya or even Blender but in reality any program that can do what you want and can export .obj or .stl files then you are golden.
